The project is aimed at improving both legal, personnel and technical flood protection measures as part of crisis management. In this respect, the implementation of the EU Directive on the assessment and management of flood risks would permit precise identification of vulnerable areas and also take the necessary measures to mitigate the effects of floods in Montenegro, especially the creation and issuance of timely and accurate hydrological forecasts and warnings. This, however, also required in addition to data from monitoring of surface water quantity and method for accurately and timely forecasts and warnings. In addition to the review of major legislation is necessary to provide the overall framework for the implementation of the EU Directive (Road Map), familiar with the flood hazard areas (Draft measures for flood protection and maps of flood hazard areas) and also to define the conditions for the exercise of flood forecasting services in Montenegro (Draft Decree) as a basic source of information for dealing with exceptional situations in its territory as well as hydrological forecasting model as a modern means for improving flood forecasting situations.
